Job Description
We have an opening for a financial analyst to join our Office of the CFO (OCFO) as part of our lab support FP&A group. Provide financial management support to the Chief Financial Officer and other laboratory business leaders, program managers, project managers, and other NREL staff. Work within a dynamic Chief Financial Officer (CFO) organization closely collaborating with other financial analysts and managers in other groups to solve complex financial planning, programming, budgeting, and execution tasks, as well as improve institutional processes.
Standard Labor Rate Development:
- Support the annual NREL financial planning process by developing Standard Labor Rates that are used for laboratory wide labor costing, budgeting, and estimating.
- Engage with NREL leadership and Human Resources to obtain annual cost estimates for future staff compensation and benefits.
- Engage with NREL leadership and the Financial Planning & Analysis Business Managers to obtain estimated annual target staff levels.
- Collaborate with NREL Financial Operations to determine average annual productive work hours.
- Identify best practices and provide recommendations for improvements and changes to policies and procedures.
Standard Labor Rate Monitoring:
- Monitor and evaluate reasonableness and accuracy of standard labor rates monthly and coordinate needed updates.
- Perform analysis on standard labor rate performance, communicate results, identify issues, develop strategic action plans, and recommendations for leadership.
- Perform detailed plan to actual variance analyses and discuss issues and necessary actions with applicable leaders.
- Prepare monthly financial reports and visuals for presentations to NREL leadership.
- Provide support to business leaders to formulate budget requirements and assess affordability.
- Identify risks, issues and needed actions to leadership.
Finance Policies and Procedures:
- Provide financial guidance including assessments on the allowability of cost in accordance with Cost Accounting Standards, FAR Part 31, DOE Prime Contract terms, and the agreed scope of work.
- Support Laboratory policies, laws, and regulations by assisting program, project and center staff in their understanding of financial management responsibilities.
Financial Administration:
- Identify, obtain details, and communicate any standard labor rate issues to NREL leadership
- Communicate financial planning requirements and deadlines to all customers.
- Serve as the Standard Labor Rate interface with systems teams and provide necessary support.
- Identify creative solutions for effective cost recovery that are compliant with Cost Accounting Standards

Basic Qualifications
Level IV -Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience.
Level V -
Bachelor’s degree in finance, Accounting or a related field and 14 or more years of experience working in a financial field. Or, master’s degree in finance, Accounting or related field and 12 or more years of experience in a financial field. Or, relevant PhD in Finance, Accounting or a related field and 9 or more years of experience in a financial field Or, relevant JD in Finance, Accounting or a related field and 9 or more years of experience in a financial field.

Additional Required Qualifications

- Understanding of relational database/data warehouse query/retrieval skills.
Preferred Qualifications
- Prior government contractor experience.
- Working knowledge of Hyperion/Essbase, Oracle Projects, Microsoft Power BI, and Oracle Business Intelligence.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Professional IV / Annual Salary Range: $81,500 - $146,700Job Profile: Professional V / Annual Salary Range: $97,800 - $176,000NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees.
